The fact

The 1EdTech Open Badges 3.0 specification describes an issuer as the organisation making the claim that the credential subject has met the criteria for a defined achievement. [Source: 1EdTech, United States, final specification published 2024; accessed 5 October 2026.]

The standard does not require every training relationship to use the same business model.

What this means for a seller

When a training partner delivers learning, do not assume it also owns the certification claim.

Ask who sets the assessment standard, who decides the result and who issues the credential. Clear separation helps learners, employers and partners understand which organisation is accountable for teaching and which is accountable for the final award.

For ASTRA Ready, authorised delivery does not transfer credential-issuance authority to the training partner.
