An SBOM is a component record, not proof that software is secure

The fact

Joint guidance published on 3 September 2025 by CISA and international partners describes a software bill of materials as a formal record of software components and supply-chain relationships — effectively a software “list of ingredients.” The guidance presents SBOM adoption as a way to improve component and supply-chain transparency. An SBOM can show what is present; by itself it does not prove that the product is free from vulnerabilities.

What this means for a seller

When a buyer requests an SBOM, first match the artefact to the product version and scope. Then ask what decision the customer is trying to make. Component presence, vulnerability applicability, remediation status and overall product security are different questions and may require different evidence and owners clearly.
