Each stage has a different purpose. Learning progress and formative outputs must not be read as a credential.

One clear distinction.

Learning records where a learner has progressed. Practice and simulations provide formative feedback on decisions made with disclosed or evolving evidence. Only a future approved certification exam, scored against an approved standard after activation, could support a credential.

Foundation completion is not a prerequisite for Practitioner learning or practice. No external accreditation is implied.
